The Tokyo Metropolitan Board of Education runs an integrated and consistent English education program from elementary school to junior high and high school in order to enable students to further improve the English communication skills they obtained at elementary and junior high school after entering high school.
From 2022, the English Speaking Achievement test has been held for students in their third year at public junior high schools in Tokyo.

Aims
- To give students practical English abilities through an integrated English education program from elementary to junior high and high school.
- To objectively evaluate the speaking ability that students have equipped themselves with through learning in junior high school and to enrich and smoothly link English tuition in junior high and high schools.

- In contrast to multiple choice exams, there can be more than one correct answer. Is it possible to grade the test fairly?
